Request for Qualifications:
The San Francisco Office of Early Care and Education (OECE) released a Request for Qualifications for the OECE Pilot Innovation Fund (RFQ #800 issued in partnership with the City & County of San Francisco’s Human Services Agency). The OECE Pilot Innovation Fund aims to test new ideas with a focus on results related to one or more of the six impact areas from the San Francisco Citywide Plan for Early Care and Education.
The estimated funding amount available for this RFQ was $250,000 – $700,000 for an estimated three to six one-time pilot fund grants, which were intended to be seed funding for one year, and not a source of ongoing funding. The grant tentative term was June 1, 2018 to May 31, 2019. A pre-proposal conference was held on April 10, 2018 from 2-4pm at the OECE office, 1650 Mission Street, Suite 312. The deadline for proposals was April 20, 2018 by 3pm.
Request for Proposals: Help Me Grow Early Care and Education Initiative
The Office of Early Care and Education, First 5 San Francisco, and the City’s Department of Children Youth and Their Families, sought an experienced entity to oversee, implement, and enhance over time the county’s Help Me Grow (HMG) Early Care and Education Initiative. This entity would implement a system for early care and education that aligns with the National HMG framework and: promotes administration and tracking of developmental screens; educates and engages programs and families in utilizing screening results; ensures a coordinated response to identified concerns; and offers systems navigation and family support for high-risk developmental concerns.
Annual funding of $1,000,000 was allocated for this project for a two-year period with up to (3) three one-year renewals pending funding availability. The RFP packet was made available online and in person. A non-mandatory bidder’s conference took place on March 19, 2018 at 10:00 a.m. at 1390 Market St., San Francisco, Suite 1125. The submission deadline was April 16, 2018 by 4pm.
Request for Proposals: Mission Bay South - Block 6 West Early Care and Education Center
Mercy Housing, in conjunction with OECE, accepted written Requests for Proposals for consideration in the selection of a non-profit early care and education operator, located at Mission Bay South Block 6 West (the site is in the Mission Bay neighborhood bounded by Mission Bay Boulevard, Merrimac Street, and China Basin Street). The RFP document includes full details regarding this project, applicant requirements and the operator selection process. The submission deadline was October 9, 2017 by 3pm.

Request for Applications: Eastern Neighborhoods IPIC Capital New Development Grant
The San Francisco Office of Early Care and Education (OECE) in partnership with the San Francisco Human Services Agency (SF-HSA) made funding available to qualified early care and education operators, within the Eastern Neighborhoods area plan boundaries, to increase the number of early care and education slots for 0-5 year olds available to San Francisco families.
