The San Francisco Office of Early Care and Education operates primarily as a grant-making organization, stewarding public dollars to support early education services and activities in three key areas:

Early Learning San Francisco & Preschool for All

Integrated service grants to Children’s Council of San Francisco and Wu Yee Children’s Services include funding and support for close to 400 family child care and center-based early learning sites across San Francisco that participate in the Early Learning San Francisco (ELS) and Preschool for All (PFA) programs.
