The San Francisco Office of Early Care & Education (OECE) is pleased to announce the following funding opportunities:
The San Francisco Office of Early Care and Education (OECE) is pleased to announce the release of Request for Qualifications for the OECE Pilot Innovation Fund (RFQ #800 issued in partnership with the City & County of San Francisco’s Human Services Agency). The RFQ is available at this link: http://mission.sfgov.org/OCABidPublication/BidDetail.aspx?K=12971
The OECE Pilot Innovation Fund aims to test new ideas with a focus on results related to one or more of the six impact areas from the San Francisco Citywide Plan for Early Care and Education, which are:
1) Birth to Five Approach
2) Racial Equality and Diversity
3) Quality Improvement
4) Family Engagement
5) Professional Development and Workforce
6) Financing Models
Proposals must seek to serve one or more of the following target participants:
- Families with children ages 0 to 5 who participate in early care and education services delivered in the City & County of San Francisco
- Low-income families with children ages 0 to 5 who participate in early care and education services delivered in the City & County of San Francisco.
- OECE’s “Target Population” families which include: low-income African American children, low-income Latino children, low-income English Language Learners, families who are homeless, children at-risk of abuse and/or neglect or involved with child welfare, and children with identified special needs or disabilities.
- The approximately 325 direct service child care organizations that OECE funds, and the staff that work or could work in these organizations.
Applicants must identify which of the six impact areas are expected to be improved through the proposed idea. Promising new approaches in each area are encouraged. Given current workforce conditions, proposals in the Professional Development and Workforce impact area which seek to improve San Francisco’s early educator recruitment, retention, and promotion strategies will be given priority. Given the focus on new and promising ideas, applicants may not seek funding for services which are already funded by OECE or any other public or private funders.
The estimated funding amount available for this RFQ is $250,000 – $700,000 for an estimated three to six one-time pilot fund grants. These grants are intended to be seed funding for one year, and not a source of ongoing funding. Grants will have a tentative term from June 1, 2018 to May 31, 2019. Applicants need to address how their efforts would be sustained past this OECE grant term.
The deadline for proposals is April 20, 2018 @ 3pm PT. A pre-proposal conference will be held on April 10, 2018 from 2-4pm at the OECE office, 1650 Mission Street, Suite 312.
