About CARES 2.0 (Compensation and Retention Educator Stipend)

The Office of Early Care and Education (OECE) is pleased to announce the creation of CARES 2.0 (Compensation and Retention Early Educator Stipend). Thanks to the leadership of Mayor London Breed and Board President Norman Yee, San Francisco will distribute more than $30 million over the next three years to educators at city-funded family childcare and early education centers. CARES 2.0 (Compensation and Retention Early Educator Stipend) is intended to support early educators by recognizing their value and acknowledging the reality of economic challenges in one of the most expensive areas to live in the nation.

To gather educator input, OECE in collaboration with First 5 San Francisco, held a series of roundtables and workgroup sessions with over 200 participants that provided direct feedback on the use and eligibility criteria for the educator. This inclusive process, designed to elevate the voices of early learning educators, allowed for the development of eligibility criteria by early educators. The majority of participants requested educator stipends distributed twice a year for retention purposes; equal amounts to all recipients to avoid value judgments around responsibility or job title; to include only educators that work directly with children.

OECE expects to issue the stipends in two increments annually, beginning in late fall 2019. We estimate the first stipend amount will be approximately $2,000 depending on the number of applicants meeting the eligibility criteria.

Do you qualify?

You are eligible for CARES 2.0 (Compensation and Retention Early Educator Stipend) if:

  • You are employed at a licensed family childcare or center-based program in San Francisco, funded by the Early Learning Scholarship (ELS) or Preschool For All (PFA) initiatives.

  • You work directly with young children for at least 20 hours a week.
  • You have an up-to-date Early Care and Education Workforce Registry Account
